Abstract
:
Human resources are the prime part and requirement for successful knowledge management. They are responsible for implementing knowledge management activities and initiatives in accordance with its various processes. Adoption of knowledge management in organizations requires functions and modern roles of the organization’s human resources. Human resources must characterize their project knowledge management competencies so that human resources can accomplish tasks as required and lead the organization towards its objectives. Therefore, the main objective of this study is to present a proposed concept of the required competencies for human resources in knowledge management projects in light of the Kingdom of Saudi Arabia's Vision 2030. The study also aimed at identifying the human requirements of applying knowledge management and the most critical tasks required from human resources in knowledge management projects and sectors; and how to enhance developing the human resources competencies working in knowledge management. The descriptive research design using content-based analysis was used to conduct the topic-relevant intellectual analysis, explain the study's concerns and build an initial list of human resources competencies for human resources in knowledge management projects and sectors. Moreover, the Delphi method was also used to identify experts' viewpoints about this initial list. Thirteen experts participated in the study, of whom 7 are academics and 6 are administrators. The study concluded that human resources in knowledge management projects and sectors are divided into three categories; knowledge management director, knowledge coordinator, and knowledge specialist. Moreover, a proposal was made consisting of 8 fundamental competencies and 89 sub-competencies about the required competencies of human resources in knowledge management projects in light of the Kingdom of Saudi Arabia's Vision 2030. The fundamental competencies were classified according to the nature of the tasks required by the knowledge management director, the Knowledge Coordinator and the Knowledge Specialist. The study recommends that organizations need to identify the necessities of skilled and experienced human resources according to the organization’s work requirements. The study has also recommended that leaders in organizations should establish knowledge management sectors in their organizations and use the proposed list to identify the competencies required for human resources to support successful implementation of knowledge management.
