Abstract : The administrative decision is one of the most important legal means by which the administrative authority carries out its work, and the administrative authority may make a mistake when issuing its administrative decision, so its decision is defective by invalidity or non-existence, or the circumstances and developments in which the decision of the administrative authority was issued may change, and accordingly the organizer has required or allowed Depending on the case, the administrative authority may withdraw its administrative decision, so that the withdrawn decision is retroactive and erases all traces of the withdrawn decision from the date of its issuance. Accordingly, the withdrawal of the decision is an exception to the principle of non-retroactivity of administrative decisions, and the withdrawal of the decision comes according to its correct conditions to reconcile two conflicting principles. They are the principle of legality and the principle of stability of legal positions.
